asked the First Lord of the Admiralty whether a decision has been reached regarding the abrogation of the one-in-eight rule in the establishment of employés in His Majesty's dockyards?

Mr. ALEXANDER

As announced in the Press of the 19th July, the rule that one vacancy shall be filled in every eight which arise in the established list of dockyard workmen has been replaced as from the 15th July by a rule which permits of the filling of one vacancy in every six.

Mr. HORE-BELISHA

Can the right hon. Gentleman explain why he has been so cautious and why he cannot allow one man to be established for every vacancy that occurs?

Mr. ALEXANDER

I think the hon. Member knows as well as anybody in the House why the one-in-eight rule was laid down.
