HC Deb 18 July 1930 vol 241 cc1711-2
Major GLYN

I beg to move, in page 74, line 41, to leave out from the word "than" to the end of the Sub-section, and to insert instead thereof the words: those commonly recognised by employers and trade societies in the carrying on of public service vehicle undertakings in the same district or, in the absence of such recognised wages and conditions of employment, those which in practice prevail among good employers. The only point of this Amendment is to ascertain whether the ordinary statutory declaration about the Fair Wages Clause will be clearly understood to exist in the future with regard to this Bill.

Mr. HERBERT MORRISON

We have a provision in this part of the Bill that the Fair Wages Clause of the House of Commons for the time being shall apply as a condition of the grant of a licence to public service vehicles. It is possible, of course, that the Fair Wages Resolution might be altered for the worse, although I think that is highly improbable, as I believe that all parties are agreed in maintaining that principle. Still it might be altered, either for the worse or for the better. It is theoretically possible. If, however, the Amendment were accepted, it would mean that these words would be permanent, and might not be consistent with the Fair Wages Resolution of the House of Commons for the time being if it were altered. That would be unfortunate one way or the other in the transport industry in relation to other industries. In these circumstances, perhaps the hon. and gallant Member will not press his Amendment.

Major GLYN

With the permission of the House, I beg to ask leave to withdraw the Amendment.

Amendment, by leave, withdrawn.

Amendment made: In page 75, line 13, leave out the word "Ministry," and insert instead thereof the word "Minister."—[Mr. Herbert Morrison.]
