Owing to other preoccupations, my right hon. Friend has not been able to find as much time as he could have wished for the consideration of this matter, and I am unable at present to add to what he said in reply to the hon. Member for Erdington (Mr. Simmons) on the 26th June.

May I ask the hon. Gentleman whether, in point of fact, the Bill has been prepared and is in draft?

I am afraid that I cannot add anything to what my right hon. Friend has already said on this matter.

Is the hon. Gentleman not aware that the Chancellor of the Exchequer said that this Bill was ready?
