§ Miss LAWRENCEI beg to move, in page 29, line 14, to leave out the word "may," and to insert instead thereof the word "shall."
§ Mr. C. WILLIAMSThis Amendment is really rather more than the Minister suggested. It is an Amendment of considerable substance. It involves a definite increase of the responsibility of the 353 Minister, and the Parliamentary Secretary has not stated why this should be done. I am not necessarily objecting to the Amendment, but I think the House might have been told how it was that this position arose.
§ Mr. WOMERSLEYThe Amendment was put on the Paper at the special request of Members of the Standing Committee who wanted this addition to the Clause. The Amendment is really a gift to those who fought the Bill upstairs, and I hope that my hon. Friend will not oppose it.
