asked the Secretary of State for India whether he will issue as a White Paper the reasons advanced for their action by those Presidency and Provincial Governments which have refrained from setting up Public Service Commissions?

Mr. BENN

So far as I am aware, none of the Governments of the Governors' Provinces has given reasons for refraining from setting up Public Service Commissions. On the contrary, I understand that several of them are in favour of setting up such Commissions, but they are no doubt awaiting the Report of the Statutory Commission before taking action.

In view of the fact that the setting up of these Commissions was the most important recommendation of the Lee Commission's Report, will the right hon. Gentleman consider making representations through the Government of India to the Presidency and the Provincial Governments with a view to accelerating the setting up of the Commissions?

Mr. BENN

I am quite prepared, in view of the importance of the comment of the Noble Lord, to forward it to the Government of India. I think there we may allow the matter to rest for the moment.
