asked the Secretary of State for Foreign Affairs if he will direct His Majesty's Minister in Mexico to request the Mexican Government to state the probable date upon which the Mexican legislature proposes to consider the agreement made on 25th July last between the Mexican Minister for Finance and the committee of bankers with regard to the 16-year-old default of the Mexican Government in relation to its obligations to British investors; and will he also request His Majesty's Minister to inform the Mexican Government that as the agreement was made five months ago His Majesty's Government views with concern the delay in the ratification of the agreement?

His Majesty's Minister at Mexico City has already made such an inquiry of the Mexican Government, but was unable to obtain any information. His Majesty's Minister has already made it clear to the Mexican Government that His Majesty's Government are actively interested in the Bankers' Agreement, and I do not think that any further instructions in this sense are called for at the moment.
