asked the Under-Secretary of State for the Colonies whether any representations have been received from the representatives of the Indian immigrant community in Ceylon in respect of the proposals made by the Governor of Ceylon and tentatively accepted by the Secretary of State; and, if so, whether he will state the terms of any such representations?

Dr. SHIELS

I have received representations from the Ceylon Head Kangany's Association, claiming to represent 700,000 Indian labourers in Ceylon, protesting against any modification of the franchise conditions recommended by the Special Commission on the Constitution.
