Friend's question is considered, it would appear to be desirable to await the result of any inquiry into Scottish Administration which may be held on the lines of the statement which the Prime Minister made during the Debate on the Address in July last. His observations on the subject of such an inquiry will be found in the OFFICIAL REPORT of 10th July, 1929, columns 931–934.
