asked the Secretary of State for Foreign Affairs whether it is the intention of the Government, on the re-establishment of diplomatic relations with Russia, to press for a settlement of the pre-War obligations of the Russian Government to private holders of Russian securities in this country?

Mr. A. HENDERSON

Paragraph 1 of the Protocol of the 3rd October provides that, among the questions to be settled by negotiation between the two Governments, are claims and counter claims and financial questions connected with such claims and counter-claims. The class of claims to which the right hon. Gentleman refers is naturally included in this list.

Is it the view of the Government that, before any credits or loans of any kind are guaranteed to the Russian Government, a settlement of these claims should be a sine quá non?

I have already in formed the House that we have no intention of providing a loan or guaranteeing a loan.
