Colonel WEDGWOODasked the Secretary of State for Foreign Affairs whether His Majesty's Government is committed by any definite decision come to at Geneva to a scheme of guaranteeing loans to enable a member of the League to resist aggression by force of arms; if so, what limits there are to the commitment; and is the decision as to aggressed or aggressor left to the decision of His Majesty's Governments?
Mr. A. HENDERSONNo definite decision was come to at Geneva. The draft Convention is to be the subject of further examination by the Arbitration and Security Committee of the League. It is impossible, therefore, to say in advance how this Committee may propose to limit the obligations imposed by the Convention, which must, in any case, come up for consideration again at the next meeting of the Assembly. As regards the last part of the question, it is a cardinal feature of the existing draft of the Convention that the scheme cannot be put into operation except by the unanimous vote of the Council, excluding any party to the dispute.
