asked the Secretary of State for Foreign Affairs whether, in view of the increase in the number of embassies since the War, he now proposes to raise all legations into embassies; and, if not, on what principle the changes have been made?

The answer to the first part of the question is in the negative. As regards the second part, no fixed principle is, or can be applied; the matter is one in which each case must be considered on its merits.
