asked the Home Secretary the general orders of the Metropolitan police governing the issue of a reference or testimonial to a private person by a serving police officer?

I would refer the hon. Member to paragraph 7 (f) and (g) in the Discipline Code appended to the Police Regulations, which prohibit any member of a police force giving any testimonial of character with the object of obtaining employment for anyone or supporting an application for a licence of any kind, unless he has the consent of the chief officer of police. General Orders contain one or two further provisions, copies of which I will send.
