asked the Secretary of State for Foreign Affairs if he is aware that Russian mercenaries, enlisted by the Shanghai Municipal Council, are wearing British uniforms and are carrying out semi-police duties in this uniform; and if he proposes to take any action in the matter?

I am aware that the Shanghai Volunteer Corps includes a paid Russian company which is permanently mobilised and it appears probable that these men are utilised to assist the police. I have no information beyond that appearing in the Press as to the uniform worn by these men, but I am calling for a report on the subject.
