I do not select the first Amendment, standing in the name of the hon. Member for West Leicester (Mr. Pethick-Lawrence)—to leave out the Clause—and the Amendments in the names of the hon. Member for Leith (Mr. E. Brown)—in page 63, line 21, after the word "losses," insert the words "in each year," and of the hon. Member for Merthyr Tydvil (Mr. Wallhead)—in page 64, line 19, leave out from the beginning, to the word "the," in line 26—would impose a charge and are consequently out of order. I have had several manuscript Amendments handed in to me during this Debate. The House will realise that in conducting a Bill of this kind through the Report stage it is difficult to give that full attention to manuscript Amendments which one would like to give, and to come to a decision as to whether they are in order or not; but I have done what I could, with the best will in the world to meet the views of hon. Members who have put in these Amendments, and I have come to the conclusion that all of them are out of order.
