Mr. LOCKER-LAMPSONI know nothing of the alleged ultimatum except what I have seen in the Press. Beyond the fact that King Amanulla is in control of Kandahar and the Amir Habibulla in control of Kabul, the situation in Afghanistan is obscure.
§ Mr. TAYLORIs it entirely untrue that a report has been received from Sir Francis Humphrys, as stated in a 30 London newspaper, to the effect that this ultimatum has been sent?
