Mr. CHAMBERLAINIt will be difficult to estimate the effect of the proposals in the Bill as regards the Goschen loans in the case of Monmouthshire until the provision which the Bedwellty Union will probably be able to make for loan services in the standard year is known. It is hoped to furnish revised figures before the end of the financial year.
