asked the Minister of Health which are the seven counties and eleven county boroughs which it is estimated will have to apply for the minimum Treasury grant under the rating proposals?

Mr. CHAMBERLAIN

It is estimated on the figures in the Financial Memorandum, and on the assumptions made in paragraph 50 of that Memorandum, that the only areas which, when the scheme is in full operation, will be in receipt of a minimum grant are:

Counties:

Isle of Ely, Huntingdon, Lincolnshire (Holland), Rutland, Westmorland, Yorks (East Riding) and London.

County Boroughs:

Blackburn, Bolton, Bradford, Burnley, Burton-on-Trent, Bury, Halifax, Huddersfield, Oldham, Rochdale and West Ham.

asked the Minister of Health the basis upon which has been calculated the estimated amount of additional Exchequer grants as shown in the financial memorandum to the Local Government Bill?

Mr. CHAMBERLAIN

Additional Ex chequer grants are defined in Clauses 72, 78 and 81 of the Local Government Bill. Their amount, in any case, depends on the difference between the standard sum for a county or county borough, and the county apportionment for that county or county borough. Approximate estimates have been made of the standard sum in each county and county borough, and the figures in the financial memorandum are based on a comparison of these estimates with the county apportionments, estimated on the assumptions explained in paragraph 50 of the financial memorandum.
