asked the Under-Secretary of State for Foreign Affairs what progress has taken place in the negotiations for the replacement of the expired arbitration treaty with the United States of America?

I would refer the hon. Member to the reply given to the hon. and gallant Member for Central Hull (Lieut.-Commander Ken-worthy) on the 12th November.

Is the right hon. Gentleman aware that this matter has been in negotiation since June of this year?

As a matter of fact, we have asked the Dominions to expedite their replies.
