Mr. LOCKER - LAMPSONThe responsible authorities are kept fully informed as to the services of all officers connected with the Foreign Office. Where circumstances render it desirable any reports received are communicated to the individuals concerned; no action is taken on an adverse report without the individual concerned being given an opportunity of stating his own case.
