Friend thinks that an attempt to name a figure for average per capita expenditure in advance would be misleading. 1883 The actual expenditure per child in 1926–27 (the last year for which actual figures are available) was 236s. 8d., and the Board's estimates for 1928–29 are sufficient to provide for a somewhat higher figure.
