asked the Secretary of State for Scotland if, and when, he will circulate his local government and rating proposals for discussion by the local authorities and parish councils concerned?

I hope at an early date to circulate a memorandum for consideration by local authorities.

Can the right hon. Gentleman say whether the "local authorities" include parish councils as well as burgh councils and county councils?
