Mr. LANSBURYasked the Under-Secretary of State for India whether he is aware that the sub-inspectors of police in Madura have been asked to submit a memorandum to the Simon Commission in regard not only to their own grievances, but on such questions as provincial autonomy and classification of reserved and transferred subjects and other political questions; and whether, in view of the statements of the then Secretary of State at the time of the discussion of the Government of India Bill as to the undesirability of members of the permanent services discussing political reforms, this invitation has the approval of the Secretary of State and whether it was issued on his initiative or on the initiative of the local Government?
