asked the President of the Board of Education what is the constitution of the secondary schools examination council; have the regulations for secondary schools, requiring that pupils shall be entered for a first examination as members of a form, been submitted to this council; and, if so, has the council made any representations to the Board on the subject?

The secondary schools examination council is constituted as follows:—The chairman and the honorary secretary nominated by the president of the board; ten representatives nominated by the examining bodies; six by the teachers' registration council; and five by the associations of local authorities. In addition, inspectors of the board attend the meetings of the council as assessors. The answer to the second part of the question is in the negative, and, therefore, the third part does not arise.
