Duchess of ATHOLLThe secondary schools examination council is constituted as follows:—The chairman and the honorary secretary nominated by the president of the board; ten representatives nominated by the examining bodies; six by the teachers' registration council; and five by the associations of local authorities. In addition, inspectors of the board attend the meetings of the council as assessors. The answer to the second part of the question is in the negative, and, therefore, the third part does not arise.
