asked the Secretary of State for Foreign Affairs if he has any information regarding the reason for the arrest of a Bombay merchant, named Mohamed Said Kureshi, who was arrested by the Soviet Government at Chita in January, 1922, and has just reached Berlin after five years' imprisonment?

Mohamed Said Kureshi was convicted of espionage under Clause 66 of the Soviet Criminal Code.

Can my right hon. Friend tell me of what Clause 66 consists?

I have not the text of Clause 66 before me.

As he was convicted, I presume he was tried.
