asked the Parliamentary Secretary to the Overseas Trade Department why his Department has not published in their ordinary series of Reports any recent Report on the financial and commercial conditions in Russia?

I presume the hon. Member refers to the series of Annual Reports issued by the Department of Overseas Trade on financial, commercial and economic conditions in countries overseas. In view of the special circumstances under which finance and commerce are controlled in Russia, I do not think it is desirable to issue an official Report in regard to that country.

Can the hon. Gentleman say how he justifies the expenditure of money on a Report on Esthonia while at the same time neglecting an important market like Russia?
