asked the Financial Secretary to the Treasury if he will adopt for the Civil Service the usual practice of business houses in clocking their employes and staffs in and out and thus register their hours of work?

Mr. McNEILL

The general adoption of time clocks, in lieu of attendance books, for all civilian staffs would not, so far as I am aware, be in accordance with normal outside practice. The clocking-in system is already in force in a certain number of Government establishments, where it can be appropriately employed.
