§ Mr. McNEILLThe general adoption of time clocks, in lieu of attendance books, for all civilian staffs would not, so far as I am aware, be in accordance with normal outside practice. The clocking-in system is already in force in a certain number of Government establishments, where it can be appropriately employed.
