asked the Financial Secretary to the Treasury whether open competitions are shortly to be held for officers of Customs and Excise and for posts in the clerical class (women); and why, when so many temporary employes could be absorbed, it is proposed to introduce into the Civil Service further candidates from the outside?

The answer to the first part of the Question is in the affirmative. With regard to the latter half of the Question, it has been decided that it is necessary in the public interest, in view of the qualifications requred, that open competitions should be held for these services.
