asked the Secretary of State for the Colonies whether it is proposed to publish the Report of the High Commissioner for Zanzibar on road-making in Pemba; and, in view of the manner in which the Report shows the work to have been conducted, particularly the making of the Arascha Chaka road, what steps he proposes to take in this matter?

Mr. AMERY

A Report on this matter was received from the late High Commissioner (Sir Robert Coryndon) in 1924, and action was then taken. I do not think there is anything to be gained by printing and publishing the Report so long after the event, and I am satisfied that no further action can usefully be taken in this case.

Sir R. HUTCHISON

Is the right hon. Gentleman aware that the engineer who reported adversely on the route that failed has been, possibly, unfairly treated, and will he look into that question?

Mr. AMERY

I have looked into it, and I do not think there is any justification for that suggestion.
