Mr. GARDNERasked the Postmaster-General whether he is aware that, in connection with a recent promotion in the engineer-in-chiefs Department of the Post Office, an officer reported as eminentiy fitted for special and early promotion was passed over, and that an officer certified as fitted for promotion, but not for exceptional promotion, was promoted; and why all officers declared to be within range for promotion were not given equal consideration by the promotions board?
