asked the Secretary of State for Foreign Affairs whether the Customs duties are being collected at Shanghai; by whom they are being collected; and to what person or authority they are being paid over?

Mr. LOCKER-LAMPSON

The Customs duties at Shanghai are being collected by the Chinese Maritime Customs Administration, and, in accordance with the standing instructions of the Ministry of Finance, arc paid into certain foreign and Chinese banks, and applied to the service of China's foreign and domestic obligations.
