Mr. LOCKER-LAMPSONThe Customs duties at Shanghai are being collected by the Chinese Maritime Customs Administration, and, in accordance with the standing instructions of the Ministry of Finance, arc paid into certain foreign and Chinese banks, and applied to the service of China's foreign and domestic obligations.
