12. Sir A. SINCLAIR

asked the Secretary of State for Scotland whether he has given further consideration to the application of the smallholders at Shinness for a grant for the repair of their roads in accordance with the undertaking given by the Board of Agriculture at the time of their entry; and whether he will now authorise a grant by the Board of Agriculture for this purpose?

Major ELLIOT

My right hon. Friend has already given full consideration to this matter and, as he has informed the hon. and gallant Member in correspondence with him on the subject, he is not prepared to authorise any further expenditure on the repair of roads at Shinness.

Sir A. SINCLAIR

Is the hon. Gentleman aware that this expenditure was promised years ago on these roads in order to put them into a proper state of repair and that this has not yet been undertaken; and will he see that these roads are put into a proper state of repair, as was promised?

Major ELLIOT

I understand that the contention was that they were put into a proper state of repair and that since they have not been kept in repair by the smallholders.

Mr. MACQUISTEN

Is it not the usual practice of the Board of Agriculture to settle people on the land and then to give them no means of communication?
