asked the Minister of Health if his attention has been drawn to the large number of tenants upon the London County Council White Hart Lane Estate who are being summoned for non-payment of rates; is he aware that these difficulties are caused by the failure of the London County Council and the Tottenham Urban District Council to come to an arrangement whereby the rates could be collected weekly with the rents; and, in view of the fact that there appears to be no likelihood of these bodies coming to an agreement, will he, in the interests of the tenants, invite them to accept the arbitration of his Department?

My right hon. Friend is not aware of the present position of this matter, but he will make inquiries. The suggestion of arbitration which the hon. Member made some time ago was communicated to the authorities, but one of the authorities concerned was not prepared to accept it.
