I beg to move to leave out the Clause.

Exactly the same arguments that have been used in connection with the leaving out of Clause 2 apply to this Clause. We believe powers ought not to be sought by any Government to get rid of public property and to turn national property into private property. On the other hand, we believe powers ought to be sought to turn privately-owned property into national property.
