asked the Financial Secretary to the Treasury whether he can state the number of applications that have been refused to persons for certificates to carry on business as bookmakers?

Mr. R. McNElLL

I am not aware that there have been any such refusals.

Colonel DAY

Is the right hon. Gentleman aware that only a fortnight ago a man was prosecuted by the Inland Revenue authorities and fined £10 for not having a licence, although he had applied and was refused a licence?

Mr. McNEILL

I think I know the case to which the hon. Member refers, but the facts are not at all at variance with the answer I have given. The man was told that if he took out a certificate it would not enable him to make illegal bets.

Colonel DAY

Is it not a fact that that is a refusal, on behalf of the authorities, of a bookmaker's licence?

Mr. McNEILL

No, it is not. He was not refused a licence, but was told that his licence would not enable him to carry on illegal betting.
