asked the President of the Board of Education if any memorandum or instruction has been issued to His Majesty's inspectors of elementary schools with respect to the basis upon which the approved establishment of school staff is to be computed; and, if so, will he publish the standards laid down in such memorandum?

Lord E. PERCY

I have issued no instructions to inspectors as to the basis on which teaching establishments should be computed beyond asking them, in reporting on authorities' proposals, to have regard to the principles set out in Circular 1360 (a copy of which I am sending the right hon. Member), and to the particular circumstances of the area. Each proposed establishment is considered individually on its merits.

Will the Noble Lord consider publishing in book form these various Circulars, so that we can keep pace with them?

Lord E. PERCY

I will consider that. But I have issued so ninny fewer Circulars myself since I have been in office than my predecessors that I do not think it is necessary.
