3. Colonel WOODCOCK

asked the Under-Secretary of State for India whether a memorial has been presented to him by certain Indian civil servants asking that the period of their war services may be allowed to count for promotion in accordance with the promises given in the special regulations under which these officers were recruited; and if he is giving the matter his favourable consideration?

Lard STANLEY

I presume that my hon. and gallant Friend refers to certain representations submitted by officers of the Indian Forest Service. These are now under the consideration of the Government of India in consultation with local Governments. The Government of India will expedite their recommendations as much as possible.

Colonel WOODCOCK

Is my Noble Friend aware that this was a contract with the civil servants, and that they feel that this is a serious breach of it; and will he take steps to see that the terms of the agreement are carried out?

Lord STANLEY

My Noble Friend is waiting to see what are the recommendations of the Government.

Colonel WOODCOCK

Have the India Office received the petition referred to in the question from the civil servants.

Lord STANLEY

I understand that it has been received.
