asked the Minister of Transport whether he will inform the House of the reasons which have caused the Ministry to withdraw entirely the days of grace hitherto allowed for the renewal of general trade and limited trade licences; and whether he is aware of the inconvenience and congestion likely to be occasioned by the new Regulation?

I was compelled to withdraw the concession of the 14 "days of grace" in the case of the renewal of general trade and limited trade licences, owing to legal difficulties which have arisen in dealing with contraventions of the Regulations governing the use of these licences. The motor trade organisations were consulted before action was taken. I might add that I have issued instructions to licensing authorities to give priority of attention to applicants for these special licences, and I do not anticipate that inconvenience will be occasioned by the withdrawal of the days of grace.
