asked the Minister of Agriculture which of the county councils in England had balances standing to the credit or debit of their small holdings account at the termination of the last financial year; and the amount thereof in each case?

I regret that the information desired by my hon. Friend is not available. I would explain, however, that no conclusion could be drawn from the state of a council's small holdings account on any particular date, as it is liable to sudden fluctuations caused by the maturing of obligations to or by the council in respect of rent, loan charges and other receipts or payments which fall due on different dates.
