asked the Home Secretary whether he proposes to take steps to put into operation the recommendations of the Committee on Legal Aid for the Poor?

Steps are being taken to give effect to certain recommendations. Other recommendations would require legislation and my right hon. Friend thinks it better to await the final Report of the Committee so that all the points requiring legislation can be considered as a whole.
