The Shanghai Municipal Council has invited General Duncan to co-ordinate the action of all troops, including Shanghai Volunteers, in the international settlement. General Duncan has accordingly allotted certain sectors to the troops of various nationalities, but they are not under his orders.

May I ask whether the officer lent by the War Office to command the Shanghai Volunteers is not responsible to General Duncan under the present conditions?
