PERCYThe final estimates of Local Authorities for 1927–28 have not yet been received, and it is, therefore, impossible to say to what extent, in any particular case or cases, their estimated expenditure may exceed the standards mentioned in paragraph 2 of Circular 1388, or to anticipate how far such excess may be capable of justification in each instance.
