asked the Home Secretary whether the post of additional inspector of constabulary at £l,000 per year, which was recently filled, was publicly advertised, or in what way was the vacancy made known; how many applications were received; and how many applicants were interviewed?

Sir W. JOYNSON-HICKS

As I have already explained, Mr. Parry was selected for his special qualifications, and it was not necessary for me to take any of the steps mentioned in the question.

Mr. MORRISON

Did not the right hon. Gentleman say last week that he had personally interviewed this gentleman? Could he now tell us how and by what process of selection this appointment was made? Did the right hon. Gentleman know of the existence of this gentleman and of his great abilities, or how did he come to hear of him?

Sir W. JOYNSON-HICKS

The Secretary of State has a staff to advise him, who know intimately all the chief constables and ex-chief constables throughout the country. This gentleman was picked out, and his name was submitted to me, and I saw him personally, and I thought he would make an excellent inspector.

Mr. MORRISON

Was there an opportunity for anybody else with equal qualifications to apply for this position?

Oh, yes. There was no public advertisement.
