asked the Secretary of State for War if he has received from Territorial associations any indications that the abolition of the bounty on re-engagement will be prejudicial to the maintenance of the strength of the various Territorial regiments?

I have received such representations, but I hope that the introduction of a "proficiency grant," which I announced last Tuesday, will go far to remove the objections urged by associations to the abolition of the bounty.
