asked the Secretary of State for Foreign Affairs if a provisional government has been establised by the Chinese in Shanghai; whether an understanding has been reached with the other foreign Powers as to negotiations with the Chinese; and whether any information can be given as to the progress of the negotiations?

I understand that a Communist government has been provisionally established in those parts of Shanghai outside the settlements. The information is not very clear at present, but since I wrote, or passed, the answer to this question, I have some reason to think there are two Chinese governments more or less established in those parts. His Majesty's Government are in communication with other Powers, but at present I can give no details of these communications.
