asked the Prime Minister if, in view of the increase of expenditure on public assistance since the Report of the Poor Law Commission of 1909, he will advise the appointment at an early date of a Royal Commission to inquire into the whole problem of public assistance and, in particular, the relation between the Poor Law and various forms of social insurance?

There have been many inquiries into the various aspects of this question during recent years, and the subject has been exhaustively explored. In these circumstances, I do not think that a further inquiry as suggested by my hon. Friend would throw any new light on the subject.
