I have seen in the Press a report of a resolution passed at the annual conference of the Commonwealth Associated Chambers of Commerce, to which I assume that my hon. Friend refers. I would invite reference to the recommendations on the subject of merchant shipping legislation contained in paragraph IV (d) of the Report of the Inter-Imperial Relations Committee of the Imperial Conference (pages 18–19 of Cmd. 2768).
