asked the President of the Board of Trade whether, in view of the fact that the Government stated last year that the terms of the White Paper on safeguarding need not be slavishly but only generally adhered to, and that in the case of the lace inquiry all of the requirements were not found to be fulfilled, though a duty was imposed, he will impose a duty on imported worsted goods, seeing that all the conditions except one have been found by the inquiry committee to have been proved to be fulfilled according to the case made out by the applicants?
