asked the Financial Secretary to the Treasury whether his attention has been di awn to Staff Rules W. 4c of the Ministry of Labour, which states that betting and gambling on official premises are regarded as most serious offences; and whether this rule is in force in any other Government Department?

Mr. MCNEILL

I understand that the disciplinary rules for the staff of the Ministry of Labour include a prohibition of betting and gambling on official premises. A similar prohibition, expressed or implied, is applicable in Government offices generally.

May I ask whether the hon. Gentleman contemplates any modification of these rules, in view of recent fiscal developments?

Mr. MCNEILL

No, Sir, no more than it is contemplated to allow hon. Members to smoke in this House, because they pay a tax on tobacco.
