asked the Home Secretary whether arrangements can be made to enable presiding officers and clerks detailed for duty on an election day outside the constituency where they have their vote, to record it either by proxy or else to be entered on the absent voters list?

I am afraid there would be great difficulty about this. Many of the persons so employed are engaged casually for the purpose at the time of the election, and it would be impossible, therefore, that they should be placed on the absent voters' list, which is compiled some time before. A very big change in the present arrangements in regard to absent voting would be involved, and legislation would be required.
