§ Sir W. JOYNSON-HICKSI am afraid there would be great difficulty about this. Many of the persons so employed are engaged casually for the purpose at the time of the election, and it would be impossible, therefore, that they should be placed on the absent voters' list, which is compiled some time before. A very big change in the present arrangements in regard to absent voting would be involved, and legislation would be required.
