asked the Financial Secretary to the War Office whether it is the intention of the War Office to extend the system of the employment of soldiers on productive work to other Government depots and establishments other than Feltham?

There is no intention of substituting soldiers for civilians generally in manufacturing and other establishments where civilians are now employed. The position at the heavy repair shop at Feltham has hitherto been abnormal because it has not been possible to find the number of soldiers required for its functions as a military unit; the substitution of soldiers for a proportion of the civilians there, which is now in progress, involves no new principle.
